The laptop was not used for rdp sessions. Delete the Skype add-in in IE and Firefox and the "cannot clear clipboard" error after a drag and drop goes away when IE and/or Firefox are running. Drag-and-Drop (where supported) continues working though. If you can't find that in normal task manager, as per the program's suggestion, open System Information (Start->Run->msinfo32), that has a more complete list of running tasks. their explanation
